The Southern Tier 8 Regional Board and its partners have set out a theory of change and a roadmap for a Regional Workforce Housing Investment Fund serving Broome, Chenango, Cortland, Delaware, Otsego, Schoharie, Tioga and Tompkins counties. Read the four-page Framework Roadmap.
